By default, new users can receive broadcast messages sent up to 7 days before they registered. You can disable this service from the Console.
To disable this feature, go to the Basic Features page in the Console, confirm that the correct app name and environment (Development/Production) are selected, and then click Disable.
The setting for new users receiving pre-registration broadcast messages affects messages sent by the following APIs:
